Not all users are on Cloud Nine in St. Cloud, Florida as the city assesses the first ever public Wi-Fi Network.

Promises were abundant when the network rolled out to cover the 15-square-mile network, but one month later, grumblings about spotty coverage [so, what's new?] are mounting.
The HP-built network was supposed to blanket the whole city and provide free Internet access to all residents. Did HP build the right expectations? The success or failure of this experiment will, like it or not, fall on their shoulders.
Project supporters say increased efficiency in city government will cover the network’s $2.6 million buildout and estimated $400,000 annual operating expense.
Problem is most residents don’t realize they will need to buy signal-boosting devices — City Hall sells them for $170.
